A Cinematic Guide to The Weeknd: Pt 3. My Dear Melancholy and After Hours
My Dear Melancholy
Gaspar Noe/Cannes Film Festival The My Dear Melancholy era notable for being a time when The Weeknd was in proximity to a lot of serious directors. While he’s had a foot in Hollywood for awhile, 2017 through 2019 he was actively engaging with filmmakers like the Safdies Brothers, Gaspar Noe, and Claire Denis, amongst others. While he had been actively courting the Safdies since Good Time was released, he attended the 2018 Cannes Film Festival where he crossed paths Noe, whose film Climax took home a number awards at Cannes. Noe’s Enter the Void had previously served as an inspiration for Kiss Land, and for MDM (and later After Hours) seem to call back to Noe’s other films, like Irreversible and Love, which are both twisted depictions of heartbreak. On the other hand, Climax is about a French dance troupe who accidentally take LSD, and according to Noe is not a “message” movie. It is an audacious psychedelic technical exercise, with numerous long takes and highly choreographed set pieces. The idea for Noe, who had previously captured the feeling of drugs in previous films, was to do the opposite, and present the objectively reality of drugs, watching people high from a sober perspective. Noe is a rather strong advocate of film, and the opening scene of Climax features VHS boxes of a number of films that have influenced his filmmaking. Two of note are Schizophrenia, otherwise known as Angst, one of Noe’s favorite films which The Weeknd name checked to the Safdies, and Possession, which would go on to be an influence on After Hours (more on this later). He is also said to have sat next to Benicio Del Toro at Cannes, which means he likely caught some of the Un Certain Regard section, where Del Toro served as a jury member. Outside of that section, there were a few other films of interest such as The House That Jack Built from Lars Von Trier (The Weeknd has previously expressed affection for Von Trier’s Antichrist), Mandy from Pastos Costamos, and music video director Romain Gavras’s The World Is Yours, as well as a restoration of 2001: A Space Odyssey, which Noe has referred to as the film that got him into filmmaking. https://preview.redd.it/qga7a3l8ct261.png?width=910&format=png&auto=webp&s=371cf20d42ee8783cc23bfe7f2cfa16a0a927a0e Asian Cinema Later in 2018, The Weeknd continued his globetrotting with a tour of Asia. He once claimed in an interview that whenever visiting a foreign country he only watches films from there. I’ve previously written about the influence of Asian cinema on Kiss Land, and there’s not enough work from the MDM era to glean anything cinematically adjacent to this, but now would be a good time to mention that the "Call Out My Name" video was heavily inspired by the work of famed Japanese photographer Hiroshi Sugimoto. The Asian tour poster seems to be a reference to Ichi the Killer, which leads us to Takashi Miike. Though he is notoriously prolific across a number of genres, his most popular works internationally are genre melding blends of horror, comedy and crime, most notably Audition, Ichi the Killer and Gozu. Another film worth mentioning is Perfect Blue, Satoshi Kon’s masterwork about a pop star’s mysterious stalker that The Weeknd posted about on Instagram before. Bloody and haunting, the film was a major influence on Darren Aronofsky’s Black Swan and Requiem for a Dream. In Interviews he has also mentioned a number of Korean films, such as The Wailing, I Saw the Devil and Oldboy. Martin Scorsese While After Hours more so than any other Weeknd album is bursting at the seams with cinematic references, the influence of Martin Scorsese stands above all. Similar to The Weeknd’s body of work, many Scorsese’s are explorations of violence and masculinity, investigating them from a perspective that depending on who you ask (and how they’re feeling) glamorizes, condemns or just simply presents the reality of characters on the fringes of society. While there are direct references to a number of prominent Scorsese films, what’s interesting is that his influence also reverberates in other films/filmmakers that influence After Hours. Todd Phillips’s Joker is in effect an homage to Scorsese’s loner-centric New York films, and the Safdie Brothers have been putting their own millennial spin on the type of 70s gritty thriller that Scorsese trafficked in (Scorsese was also a producer on Uncut Gems). Specific Scorsese works will be discussed more in depth in the requisite sections, but it is worth mentioning upfront what a prominent role that Scorsese plays in the nucleus of After Hours. https://preview.redd.it/wcds9qpdct261.png?width=1196&format=png&auto=webp&s=246c560c72340782e26ad03b8ff63367999eaadd Urban HorroIsolation With After Hours, The Weeknd departs from the slicker sounds and influences that permeated Starboy and returns to the cinematic grittiness of Beauty Behind the Madness. While urban horror is a theme that permeates throughout The Weeknd as a project overall, there is a thorough line to be drawn here that follows a number of 70s and 80s cinematic and aesthetic references. For one thing, while the initial bandaged nose was a reference to Chinatown (previously, The Weeknd has a Kiss Land demo titled "Roman Polanski"), the full bandaged face that is so prominently featured throughout the After Hours era is a classic cinematic visual trope that was especially prominent throughout 60s and 80s, though it saw a slight re-emergence in the 2010s. The fully bandaged face is often used to remake someone in the image of another, usually against their will (The Skin I Live In, Eyes Without Face), or as a case of mistaken identity and doppelgängers (Good Night Mommy, Scalpel), themes present throughout much of After Hours. The "Too Late" video acknowledges these references, but instead presents the bandages on two Los Angeles models recovering from plastic surgery, in a nod to a famous Steven Meisel’s photoshoot for Vogue Italia. https://preview.redd.it/dtbxjc3ict261.png?width=900&format=png&auto=webp&s=66a98cc3cba73d502f8586a215a65cc41c5408a1 The “masks” people wear is another horror trope that is featured prominently on After Hours, and this is best seen in the red suit character. One important reference in the film is to Brian De Palma’s Dressed To Kill, where a serial killer is targeting the patients of a psychiatrist (any more on this film will veer towards spoiler territory). The Weeknd is on the record as saying Jim Carrey’s The Mask as being a large influence on the Red Suit character, it being one of the first film’s he watched in theaters. One of the more complex references would be to Joker. While it sort of an in-joke that the character of the Joker is commonly overanalyzed and misinterpreted, referencing Todd Phillips’s Joker is more nuanced because it is in essence a full on homage to Martin Scorsese’s New York films, most notably Taxi Driver and The King of Comedy, which focus on eccentric loners, and can both be seen as cautionary tale of urban isolation, a theme explored perhaps in songs like "Faith." The King of Comedy revolves around a would be obsessive stand up Rupert Pupkin haggling his way to perform on late night TV, with The Weeknd’s talk show appearances being a prominent part of the early After Hours marketing, most notably in the “short film”. The entire film itself is something of a reference to the subway scene to Possession (another Gaspar Noe favorite), mimicking the (also subway set) scene in which Isabelle Adjani’s Anna convulses on the subway due to a miscarriage, as well as Jacob’s Ladder, a 90s cult classic horror film starring Tim Robbins as a Vietnam vet (like Taxi Driver’s Travis Bickle) who is experiencing demonic hallucinations, encountering them in the subway and later at a party he attends, splitting the scene into two. https://preview.redd.it/g53copgmct261.png?width=900&format=png&auto=webp&s=9d29e368ae695d295b36039e86125ccfd7b4eb88 Las Vegas As always, The Weeknd once again grounds After Hours with a strong sense of place, this time setting the album against a nocturnal odyssey through Las Vegas. One of the most prominent films is Fear and Loathing in Las Vegas, Terry Gilliam’s adaptation of Hunter S. Thompson’s book. This is directly referenced in the "Heartless" video, which sees The Weeknd and Metro Boomin in the Johnny Depp and Benicio Del Toro roles as they tumble through a Las Vegas casino. The Weeknd has gone on the record to state that the famous red suit character was influenced by Sammy Davis Jr.’s character in the film Poor Devil. However, similar red suit has also been sported by a number of Vegas characters, most notably Richard Pryor and Robert De Niro’s Sam Rothstein in Martin Scorsese’s Casino. With the red suit, The Weeknd seems to be playing with the idea of a devil-ish other, another side of his personality that emerges in Las Vegas. https://preview.redd.it/gjow6hq2dt261.png?width=1992&format=png&auto=webp&s=10a379bc26df54af88064bf64813d5cdd29775d9 While the city lights are the oft discussed part of part of Las Vegas, it should be noted that similar to Beauty Behind the Madness, the desert that surrounds Las Vegas is just as important to the juxtaposition of its beauty. The "Until I Bleed Out" video ends/"Snowchild" video in the desert, similar to the confrontation between Robert De Niro’s and Joe Pesci’s showdown in the desert in Casino, as well as Joe Pesci's death in Goodfellas. The idea of a hedonistic desert playground also bears semblance to Westworld, both the film and the TV show. The desert seems to represent some sort of freedom to The Weeknd, as the "Snowchild" video portrays the desert as a pensive location for reflection, as well as the "In Your Eyes" video showing the girl prominently dancing with the dismembered head out in the open, in reference to The Texas Chainsaw Massacre, another prominent desert film. https://preview.redd.it/98ec10wxct261.png?width=1168&format=png&auto=webp&s=45e29aa361fa41ff74e2a6017e203015bdcbc6c3 New York/The Safdies Despite it’s Las Vegas setting, After Hours also takes a good amount from films set in New York, most notably Martin Scorsese’s 1983 film After Hours. Besides the title, After Hours is similarly about a twisting and turning nighttime odyssey. The film stars Griffin Dunne as Paul, a working class stiff who heads downtown to rendezvous with a woman he met at a diner earlier that night. Of course, things don’t turn out the way they should, chaos ensues, and Paul is set on a dangerous trek back uptown. Like the film, the album After Hours is set off by a woman (though the album takes more stock in romantic endeavors), seems to be set over a single night (or at least a condensed period of time), and involves similar chaos and misadventures (sirens at night at the end of Faith). Tonally, After Hours the film is more comedic perhaps than After Hours the album, however The Weeknd is on the record as having said that "Heartless" and "Blinding Lights" placement on the album is intended to be somewhat comedic, reflecting exaggerated machismo and ecstasy, respectively (to comedic effect). https://preview.redd.it/f3w7yz4pdt261.png?width=1346&format=png&auto=webp&s=fe7e4f003987fd843020a42a5b53f94092984267 Another of the most prominent filmmakers of After Hours are the Safdies, who featured The Weeknd in Uncut Gems. They also served as a link to Oneohtrix Point Never, who scored their last two films and later worked After Hours. I believe there are three major film tropes (not genres) that inspired After Hours, all of which the Safdies’s have engaged with. There is the one-long-night films, in which a character spends one-long-night on the run from whatever chaos and forces may be that they left in their path. This can be seen in the Good Time, as well as After Hours (the movie). Then, there is the descent-into-madness type, where a character slowly loses grip with reality and ends up in over their head (something like Scarface or Breaking Bad, but for our purposes Jacob’s Ladder can be categorized here as well), which the Safdies did with Uncut Gems. Lastly, but maybe most importantly, the Safdies also explored toxic romance (more on this later) in their less seen film Heaven Knows What, about two heroin addicts and the destructiveness their love brings out in each other, an idea that recurs throughout After Hours on songs like "Until I Bleed Out" and "Nothing Compares." A recurring song throughout Heaven Knows What is Isao Tomita’s synth version of Debussy’s "Claire De Lune", which is featured in some episodes of Memento Mori and bears some resemblance to the start of "Alone Again". https://preview.redd.it/em255b5qdt261.png?width=1344&format=png&auto=webp&s=a5226c9496d0ae5c14b6d6c05e16f5ea18678a9a Obsession/Toxic Romance While love and lust and the ups and downs with it have been a formative part of The Weeknd’s ideology and themes, I don’t think it would be remiss to say that After Hours is perhaps his most outwardly romantic album. Despite this, one of the major arcs of the album is toxicity that comes with it, which a number of already mentioned films deal with. While "In Your Eyes" is one of the more romantic and accessible songs on the album, a re-assessment of it Ala Sting’s “Every Breathe You Take” could frame it as lonely obsessing, such as Travis Bickle’s infatuation with Jodie Foster’s teenage prostitute Iris, Joker's fixation on Murray Franklin, Rupert Pupkin’s obsession with Jerry Langford. Casino also deals with toxic romance, another prominent theme in After Hours, best seen in the love triangle that forms between Sam, his partner Nicky and his wife Ginger, played by Joe Pesci and Sharon Stone respectively. https://preview.redd.it/eq1ioijvdt261.png?width=898&format=png&auto=webp&s=f9e4b781ee60762ae767c4dbd92066357ebc24b0 In almost all of the After Hours’s video content, The Weeknd seems to constantly meet his demise at the hands of women. Another interesting reference that may be something of a reach is to Phantom Thread, Paul Thomas Anderson’s film about Reynolds Woodcock, a couture dressmaker loosely based on Cristobal Balenciaga and his muse Alma, played by Daniel Day Lewis and Vicky Krieps, respectively. The film delves into their dysfunctional relationship, with Woodcock berating her and Alma poisoning his tea to keep him dependent on her. One of the highpoint of the film is a New Years Eve Party that bears strong resemblance to the "Until I Bleed Out" video. While the balloons may just be a callback to his earlier work, there is something about the color grading/temperature and the production design of the "Until I Bleed Out" video (as well as parts of the "Blinding Lights" video) that made me immediately think of Phantom Thread. A similar relationship is seen in the German horror film Der Fan, which The Weeknd has mentioned in a recent interview. In Der Fan, a young girl Simone spends her days obsessing over popstar R, until she finally encounters him outside his studio. The film is similar to the aforementioned Takashi Miike’s Audition in its exploration of obsession and idealization. In the film, an older man puts up a fake casting call to search for the perfect girlfriend. While Audition explores these themes from an Eastern perspective of societal pressure, Der Fan explores it through a Western lens of pop idolization and idealization. Both films deal with the idea that despite outward appearances, the perfect partner does not exist, and anyone that claims to be (or has the expectations put on them) is not who they seem. https://preview.redd.it/3m661q62et261.png?width=1342&format=png&auto=webp&s=c9377018cb53f67cf7ce95b24392afb471e4aec1 One film he has spoken at length about is Trouble Everyday, Claire Denis’s arthouse vampire movie. The film stars Vincent Gallo as Shane, a scientist who travels to Paris under the guise of his honeymoon to track down core, a woman who he was once obsessed with who has now become a vampire. Core is locked up in a basement but sometimes sneaks out to seduce and consume unwilling victims. This seems to be where some of the bloody face stuff comes from, but I believe it’s influence is a little more conceptual. To me, a good companion film to Trouble Everyday is American Psycho, which seems to also have been a thematic influence on After Hours. Both films concern idealized version of masculinity and femininity, both very sexual and physical, but hostile as well. American Psycho ends with Patrick Bateman confessing to the killing of a prostitute, but no one believe him. Trouble Everyday ends with Shane killing Core, but Shane is unable to arouse himself after that except through violence. Koji Wakamatsu, a former Yakuza turned prominent extreme Japanese filmmaker (and a major influence on Gaspar Noe) is quoted as saying “For me, violence, the body and sex are an integral part of life.” Despite being hollow, idealized impressions of the self, a vampire and as a banker (cold, seductive bloodsuckers = monsters), Patrick Bateman and Core represent the Frankenstein-ian relationship between sexuality and violence, which I believe is the main theme of After Hours. To cap things off, I would just like to illuminate some key takeaways. As a filmmaker myself, this has been an extremely helpful exercise in understanding other artists process and ideas. Steeped in the history of the medium… It’s clear that The Weeknd is not your typical “I’m influenced by cinema” artist but an extremely legit film buff with serious credentials. The Weeknd’s film taste leans towards 70s-00s genre works, mostly horror, drama and thriller, and is well versed in the classics but also has the nose to sniff out deeper cuts and obscurities. The mantra of “good artists borrow, great artists steal” works even better if not many people know where you’re stealing from! What is impressive to me is that he is not just versed in “mainstream” obscurities, but also serious deep cuts. Films like Possession and Phantom of the Paradise may not stick out to the average person on the street but are well known in most film circles. Films like Inland Empire and New Rose Hotel (Der Fan was especially impressive to me, it is one of my favorite films) however are not as well known and it is very impressive to me that he can come across films like that, and really get enough out of it to bring into his own work. …is able to interpolate contemporary/mainstream films… This perhaps is one of the most impressive aspects of his integration of film into The Weeknd’s work. It is very easy for film buffs to get lost within their own obscure taste, living in a world where everyone is an idiot for not knowing who Shinya Tsukamoto. Trilogy and Kiss Land had a lot of contemporary obscurities, like Stalker, David Lynch etc., well known but they still existed as artifacts, not of the time we live in. However, perhaps picking something from his work on Fifty Shades of Grey, of late he has kept his finger on the zeitgeist and anticipated/integrated what the filmmakers of today are doing, such as his work on Black Panther and Game of Thrones, general appreciation of Tarantino, the works of Nicolas Winding Refn in Starboy, and his use of the Joker and Uncut Gems on After Hours, both of which came out just a few months before the album. It feels Jackson-esque, and I believe this is one thing that will help him further in his quest for pop stardom. …while also being fully in tune to the works of modern transgressive auteurs… In addition to keeping up with the mainstream is in touch with, The Weeknd also makes it a point to seek out and learn from the cutting edge filmmakers of today. While the Safdies were always going to blow up, I don’t doubt that a Weeknd co-sign accelerated their rise. Gaspar Noe is one thing, Enter the Void and Irreversible exist as masterpieces of the mainstream obscurities I’ve been mentioning, but he really truly tries to understand the heart of Noe’s work, even going so far back as to understand Noe’s influences (I sincerely hope he is tuned in to the work of Koji Wakamatsu). But most of all, to be a fan of Claire Denis is one thing, but to seek her out and make her an offer that she ACCEPTED is absolutely astounding to me. Just spitballing but it would be like if Michael Jackson shot a music video with Rainer Werner Fassbinder (who I’d bet good money that The Weeknd was put on to by Noe). We can only PRAY that one day we will be blessed with a David Lynch Weeknd video. --------------------------- …and that just about does it. Hope you enjoyed this and thanks for being patient with me. I personally don’t love Letterboxd culture, I find the popular culture surrounding the site a bit snobbish and exclusive, but I’ve gotten a number of requests for one and you gotta give the people what they want. Throughout the list are a few films that he hasn’t mentioned but are some of my personal favorites and I believe Weeknd fans will like, I encourage you to accidentally stumble upon things on it. The next Detroit: The catastrophic collapse of Atlantic City
With the closure of almost half of Atlantic City's casinos, Newark set to vote on gambling and casinos or racinos in almost every state, it seems as if the reasons for the very existence of Atlantic City are in serious jeopardy. Israel Joffe Atlantic City, once a major vacation spot during the roaring 20s and 1930s, as seen on HBOs Boardwalk Empire, collapsed when cheap air fare became the norm and people had no reason to head to the many beach town resorts on the East Coast. Within a few decades, the city, known for being an ‘oasis of sin’ during the prohibition era, fell into serious decline and dilapidation. New Jersey officials felt the only way to bring Atlantic City back from the brink of disaster would be to legalize gambling. Atlantic City’s first casino, Resorts, first opened its doors in 1978. People stood shoulder to shoulder, packed into the hotel as gambling officially made its way to the East Coast. Folks in the East Coast didn't have to make a special trip all the way to Vegas in order to enjoy some craps, slots, roulette and more. As time wore on, Atlantic City became the premier gambling spots in the country. While detractors felt that the area still remained poor and dilapidated, officials were quick to point out that the casinos didn't bring the mass gentrification to Atlantic City as much as they hoped but the billions of dollars in revenue and thousands of jobs for the surrounding communities was well worth it. Atlantic City developed a reputation as more of a short-stay ‘day-cation’ type of place, yet managed to stand firm against the 'adult playground' and 'entertainment capital of the world' Las Vegas. Through-out the 1980s, Atlantic City would become an integral part of American pop culture as a place for east coast residents to gamble, watch boxing, wrestling, concerts and other sporting events. However in the late 1980s, a landmark ruling considered Native-American reservations to be sovereign entities not bound by state law. It was the first potential threat to the iron grip Atlantic City and Vegas had on the gambling and entertainment industry. Huge 'mega casinos' were built on reservations that rivaled Atlantic City and Vegas. In turn, Vegas built even more impressive casinos. Atlantic City, in an attempt to make the city more appealing to the ‘big whale’ millionaire and billionaire gamblers, and in effort to move away from its ‘seedy’ reputation, built the luxurious Borgata casino in 2003. Harrah’s created a billion dollar extension and other casinos in the area went through serious renovations and re-branded themselves. It seemed as if the bite that the Native American casinos took out of AC and Vegas’ profits was negligible and that the dominance of those two cities in the world of gambling would remain unchallenged. Then Macau, formally a colony of Portugal, was handed back to the Chinese in 1999. The gambling industry there had been operated under a government-issued monopoly license by Stanley Ho's Sociedade de Turismo e Diversões de Macau. The monopoly was ended in 2002 and several casino owners from Las Vegas attempted to enter the market. Under the one country, two systems policy, the territory remained virtually unchanged aside from mega casinos popping up everywhere. All the rich ‘whales’ from the far east had no reason anymore to go to the United States to spend their money. Then came the biggest threat. As revenue from dog and horse racing tracks around the United States dried up, government officials needed a way to bring back jobs and revitalize the surrounding communities. Slot machines in race tracks started in Iowa in 1994 but took off in 2004 when Pennsylvania introduced ‘Racinos’ in an effort to reduce property taxes for the state and to help depressed areas bounce back. As of 2013, racinos were legal in ten states: Delaware, Louisiana, Maine, New Mexico, New York, Ohio, Oklahoma, Pennsylvania, Rhode Island, and West Virginia with more expected in 2015. Tracks like Delaware Park and West Virginia's Mountaineer Park, once considered places where local degenerates bet on broken-down nags in claiming races, are now among the wealthiest tracks around, with the best races. The famous Aqueduct race track in Queens, NY, once facing an uncertain future, now possesses the most profitable casino in the United States. From June 2012 to June 2013, Aqueduct matched a quarter of Atlantic City's total gaming revenue from its dozen casinos: $729.2 million compared with A.C.'s $2.9 billion. It has taken an estimated 15 percent hit on New Jersey casino revenue and climbing. And it isn't just Aqueduct that's taking business away from them. Atlantic City's closest major city, Philadelphia, only 35-40 minutes away, and one of the largest cities in America, now has a casino that has contributed heavily to the decline in gamers visiting the area. New Jersey is the third state in the U.S. to have authorized internet gambling. However, these online casinos are owned and controlled by Atlantic City casinos in an effort to boost profits in the face of fierce competition. California, Hawaii, Illinois, Iowa, Massachusetts, Mississippi, Pennsylvania and Texas are hoping to join Delaware, Nevada, New Jersey and the U.S. Virgin Islands in offering online gambling to their residents. With this in mind, it seems the very niche that Atlantic City once offered as a gambling and entertainment hub for east coast residents is heading toward the dustbin of history. Time will tell if this city will end up like Detroit. However, the fact that they are losing their biggest industry to major competition, much like Detroit did, with depressed housing, casinos bankrupting/closing and businesses fleeing , it all makes Atlantic City’s fate seem eerily similar.
Howdy there partners, and welcome to the Wasteland’s finest rodeo! Down here in Texas and good old Oklahoma, things work differently from the rest of the Wasteland. Oh yes, you see here we’re a fine folk, a refined folk, the kind of people who greet you with smiles and a face-full of buckshot if you even think about whipping out your tire iron. Yes, life here is simple, rustic, and downright apocalyptic... The region in all its glory! That’s right Wastelanders, it’s time for another exciting dev diary! Today, we’re focusing on just some of the map changes and additions brought to you by the team. In the coming weeks and months, we’ll reveal more about the factions you see before you, more of our other map changes, and give you some tasty insight into the way things work past the Legion’s border.To begin with though, why don’t we delve deep into the twisted guts of the map itself, and pull back the veil on this beautiful view you’d love to call home. Aren't provinces beautiful? Every map expansion begins here, the province map. For this update, a big focus for me was returning to my roots when it came to province design. More small, organic provinces, built up into many states that a great number of nations can occupy. The new playable region brought forth in 3.0 feels as dense and lively as the West Coast, without having nearly as many provinces dotted along its shoreline. There’s a vast variety of terrain in 3.0, from jungle, to marsh, to plains, urban, and deserts. 3.0 feels and plays like a small microcosm of the larger map, an area rich with lore from a game many people don’t even know about.Before we talk about that, though, let’s take a look at the states. Dare you count all these states? If you took the arduous time to count all of that before reading, let’s see if you were right! That’s 96 new states. Oh yes my friends, that’s right, your faithful friend here didn’t stutter now, did I? We’ve got 96 new states for you to control, conquer, and explore in 3.0: and they’re full of interesting characters.Why don’t we get on to that, actually? In 3.0, we’re representing the lore of the often hated and forgotten Fallout: Brotherhood of Steel, as well as it’s cancelled sequel; Fallout: Brotherhood of Steel 2. Many of you may have never heard about these games, let alone played the first, so it’s time for a little history lesson. After the defeat of Unity, the super mutant army of the Master fractured into many pieces. Two leaders arose from the ashes, and they led large hordes of mutants out of California to greener pastures for plunder and glory. The important one is Attis, who led his new troops to Texas, in an attempt to uncover the secrets of FEV. A brotherhood detachment had already left to face off against the first mutant general, and with Attis’ departure, another group inside the Western Brotherhood wanted to chase them down. The Council of Elders said no, fearing another disaster like that which had happened to the first group, but ultimately a splinter faction formed. It was led by none other than High Elder Rhombus, and he led a group of scribes and paladins to chase down the largest super mutant army in the West, forming what would later be known as the “Texas Expedition.”Settling into the heartland of Texas, this new offshoot developed themselves, recruiting from the local population. They ran them through a training course utilising hologram technology, turning them into initiates. One of these initiates became the protagonist of Fallout: Brotherhood of Steel, and went on a large journey, tracking Attis all the way to his target destination: the Secret Vault. The Secret Vault was the holy grail for Attis, a place where the secrets of FEV were laid bare, and the secret headquarters of Vault-Tec. Built under the nose of the US, it was the control centre of all Vault-Tec infrastructure, designed to facilitate what Vault-Tec promised thousands of Americans: a safe life underground. The Vault was equipped with state of the art facilities to conduct unethical experiments, and was staffed by unique robots unlike anything the player had ever seen before, or since. Attis would eventually turn himself into a true abomination, an amalgamation of flesh and FEV, taking after the Master’s image in a final face-off against the protagonist. Thus ended Fallout: Brotherhood of Steel 1. We must now go more than a hundred years into the future, a mere decade before OWB starts. The Brotherhood have consolidated their power, but outside threats are pressuring their organisation. Attis Army has split into two halves, led by two mutants respectively. Shale, a die-hard mutant supremacist who wants to reform the Army, and Keats; a super mutant who wishes to create a place in which super mutants and humans live and work together in harmony, free from oppression. But underneath the surface, a great plot is brewing. Reese, a former member of the Cyphers, a group who despise technology in all its forms, has acquired a broken GECK. This GECK has the ability to mutate anything it touches, twisting the world around it into a mockery of life itself. It is the Corrupted GECK, and Reese has big plans for it. He seeks to destroy the Texan Brotherhood, and plunge the region into chaos. The protagonist of the cancelled Fallout: Brotherhood of Steel 2 went across Texas, on the hunt for many things, but eventually Reese himself. They entered Lone Star, where they found evidence of his tampering, and scouts of the Legion. They travelled throughout Brotherhood territory, watching as the group was set upon by numerous raider gangs, all coordinated and persuaded by Reese. They visited Austin, where the tensions between the two super mutant factions was growing. Originally, Keats would always die. You could choose between Shale or Keats, but ultimately, he was always assassinated during a speech. But we decided that was boring. Scarlet (our protagonist of choice) saved Keat’s life, becoming bros for life in the process, and Shale was exiled from Austin alongside his goons. They then travelled, finally, to The Corpse. Within the ruins of a sunken Corpus Christi, Reese’s lair waited in the harbour, and there a final battle ensued. Everything up until now, barring Keat’s survival, is canon. Now, let’s jump into the juicy OWB fanon. Ultimately winning the fight, Scarlet took his GECK and hauled it across Texas, travelling a great distance to a remote location, far from large and established communities. She put the GECK down in what was to be its final resting place, and became its guardian and protector. Over the decade, its influence spread, creating a beautiful but deadly blood red canopy of mutant fauna, a place the natives of Texas refer to as Eden. Any and all who enter the twisted jungle without permission wind up dead, victim to the protagonist’s legendary assassination skills. So, there’s your juicy jet high of lore. Now, how about we get onto the region as a whole in OWB’s 2275? Many nations in Texas and Oklahoma, such as Carbon, Los, Shale's Army, Unity of Austin, Lonestar, the Texan Brotherhood, and others are all based in Fallout lore. Since we’re here, let’s go over them all in some more detail. Pecos: a collection of settler communities from Mexico, who primarily trade with the RRG and Las Granjas. Having struggled to maintain their independence over the last few decades, recent events have continued to destabilise their peaceful towns. Los: The Church of the Lost has recovered since the fall of the Secret Vault and the death of their old leader Blake. These survivors from Necropolis hope to live out the remainder of their days seeking nirvana within the hallowed streets of Los. Carthage: a civilised raider nation built over the ruins of Carthage, a town built atop a gigantic and largely untapped natural gas reserve. They use flame to do everything, from powering their cities to cooking their enemies alive. Carbon: The town of Carbon has been destroyed and rebuilt many times. Recently the town is on an upswing - yet there are some that worry that the raiders that once destroyed their small town may come back again. The Pursuant: a vicious hunting lodge of civilised raiders who hunt the greatest monsters the wasteland has to offer, from terrifying, legendary Deathclaws, Horrifying Mirelurk Queens, and the most exclusive game of all: man. Traders must constantly be aware, as they are always on the hunt. Unity of Austin: led by Keats, the ever charismatic super mutant politician and every man, the Unity of Austin is a staunch ally of the Brotherhood, seeking to create a Wasteland in which mutants and humans live side by side through mutual cooperation. Houston Rockets: the remnants of NASA and Houston’s entertainment industry made a deal. One side made money off of sports, and the other side used the profits to launch rockets into orbit. The Patrolmen: a group of “protectors” who patrol the I-10 religiously, fighting off raiders and outside threats, while exploiting the communities who exist under their thumb. Bayou Motors: a trader nation that specialises in, produces, and sells boats and shipping equipment to most of the Gulf. Gatormaws: a group of violent tribal communities who’ve made the Bayou their home, and make use of their extensive expertise to raid traders who sail along the Red River. Desperados: a ghoul cartel who split off the Sinaloa after a brutal coup, they’ve taken up shop in Shreveport, demanding “protection fees” from passing traders, lest they die to “local raiders.” Assassin City Rollergirls: a raider gang steeped in roller derby culture, they skate around the urban sprawl in atomic skates, cleaving heads and splitting Brotherhood power armour like tin cans. Tubeheads: a cult of raiders and engineers led by the charismatic Mr. Entertainment, the Wasteland’s only late-night variety show host. Cooking segments, raider gladiatorial combat, special guest interviews, all from the pleasure of your own home: courtesy of the Tubehead’s mandatory TV and satellite installation package. The Last Lodge: a nation of peaceful settlers, draped in masonic imagery, with an outward focus and an emphasis on community. Scrappers Compact: an alliance of territorial but loyal junkyard settlers, who make a living out of scavenging and selling valuable scrap to the outside world. Shale’s Army: a warband of first generation super mutants exclusively, led by Shale, one of Attis’s fiercest commanders. Their hatred for all non super mutants is readily apparent, and they make a living out of claiming the lives of their neighbours, ultimately aiming to rebuild Unity from the ground up. The Chained Choir: a nation of former inmates; ghouls who were subjected to testing by the US army, for research into the potential psionic implementations of FEV. The Last Patrol: a regiment of national guard who were directly exposed to a nuclear blast, and now patrol the region around their compound, fiercely protecting the rights and liberties of the communities under their charge. The Texan Arms Association: a coalition of arms barons and factories in the northern Rio Grande who never fully assimilated. Motivated by dreams of liberty and greed, they sell weapons to anyone, and have continued to destabilise the RRG’s politics since its inception. 3.0 will see the TAA exist on game start, and their association’s bid for independence may be welcomed by some of its neighbours who see it little more than prey. Painted Rock: a group of noble tribal warriors, unwavering combatants who test their young among jagged rocks, and prove their worth against the Wasteland’s toughest foes. Cypher Warband: a clan of luddites who hold a deep hatred for the old world, and in particular, the Brotherhood of Steel’s core doctrines. They’ve been fierce opponents for decades, but during the events of the cancelled Brotherhood of Steel 2, they disowned their most extreme member—Reese—who left in an attempt to destroy their archenemy once and for all. Lubbock: a settler community of ghouls and humans, attempting to work together despite their differences. Supported by the Lubbock Expedition, a military effort by Lone Star to secure the highways across Lubbock’s territory, securing their border and reaping the economic benefits of the partnership. The Ironmongers: a group of mutants who’ve taken over former TAA factories, regularly plundering their gunsmith neighbours. Unlike many other mutants, they construct massive vehicles of brutal machinery, backed up by giant guns and the strength of iron. They’re feared by many, and their iconic “Battlewagons” bring terror and destruction in their wake. Eden: lead by Scarlet, a protagonist from the protagonist of the cancelled game "Fallout: Brotherhood of Steel 2", who dragged Reese’s GECK from The Corpse to a remote location, to contain the spread of its taint from the outside world, and all who would covet its ruinous strength. Lone Star: the largest trade hub in Texas, all traders pass along its roads and through the gates of its capital city. Its emphasis on sustainable partnerships, justice, and profit have made it a veritable Wasteland boomtown. Texan Brotherhood: a brotherhood outfit who’s roots stemmed from a desire to crush Attis once and for all, in 2275 the Brotherhood look entirely different to their counterparts out west. Civilised, peaceful, just: they seek moral victories over material, a direction some among their ranks find fault with. The First People: the combined nations of the Choctaw, Cherokee, and Chickasaw-Muscogee Coalition have banded together in an alliance, protecting one-another from outside threats and developing their communities in a Wasteland sorely lacking hope. Many of them emerged from vaults, and they rebuilt the casinos, infrastructure, and social venues that made their little corner of Oklahoma the darling it was. In 2275, beyond New Vegas, the Big Spend is the premiere destination for tourists, traders, and soldiers looking to experience the best service in the Wasteland. Live music, tasty food, refreshing drinks, and refurbished hotels continue to entice visitors year after year. In the words of everyone’s favourite doctor, “Well, that’s all she wrote.” Our dev diary has wrapped up, and boy, what a diary it was! What did you think? Are you excited for what you’ve seen of 3.0? I wish I would have realized how much better a couple of overtimes would have served me, than taking myself to that horrid building. I was living in Phoenix AZ with my parents. Still half way bullshitting my final semester at college. I’ve got to be honest, I was checked out. It was summer..I was going to graduate and I had these final two classes in the bag. I could have failed my finals and still walked out with a C. Yes but that kind of luxury came at a price. My social life was the casualty in all of this. While I did have a tight knit of pals, my attendance to social gatherings were...well..less than punctual. I was usually doing work for one of my advanced classes. If not that, then I was pulling a shift at either of my jobs. Yeah..you could say I gave up the glamour of late night pizzas, puking in my friends car and hooking up with a random ASU frat sluts for a heavier wallet...except I was paying everything out of my own pocket. My gas, insurance, cell, college. I wasn't exactly hiding cash in the walls. My parents worked hard but..never did make a living to give me and my siblings an extravagant lifestyle. We were grateful though. So when I heard that AD of how I could get a long needed vacation to party central Las Vegas, all for watching some BS timeshare I knew I wasn’t going to buy into, you bet your ass off I made that call. The phone only rang once before I got an answer, “Thank you for calling the Hibou Timeshare Corporation, how can we help you?” a voice rang through the phone. The voice sounded shrill and sickly. “Hi, I'm calling about the vacation in Vegas? Says that you need people for a presen..” “Yeessss.” the voice interrupted “The timeshare presentation, well...we would be so honored to have you” “Uhh..yeah...anyway I’d like to sign up? Is there a form online or do you take the information here?” I said..now feeling a bit tense. “Well I'll tell you what...pack your things for the vacation. When we are finished presenting..we can send you on our way to Vegas. We just need..a bit of your time.” That was that. He gave me the address, date and time of the meeting. The area was in a place called Amargosa Valley in Nevada. Luckily it was just about an hour away from Vegas. Before we parted ways on the phone, the operator said something...he said something that should have been a MAJOR red flag. “Okay then, you’re all set...we will see you July 28th at 4:30pm. Not a moment later” he laughed “Oh..and..one more thing, if you have some more specimens like yourself that might be interested in the free vacation...bring them along. They’ll all receive the same prize and you will receive $100 cash for every person you bring. We look forward to presenting you, Austin. Good day.” I never gave him my name. Still, my young dumb brain didn’t hear anything past $100 dollars. So I rounded up a few of my best pals and we were set to meet the reps over at the timeshare. The days leading up to the trip I couldn't get a hold of myself. It was so exciting. My first real vacation in...i couldn't remember how long. I longed for this type of adventure with my friends. We packed a truck full and set off to Amargosa Valley. I brought Luke, Larry and Adam. We’d been friends since the 3rd grade. We all moved to AZ from different parts of the country that summer, so being new kids we naturally ganged up together. Luke was from Texas..we called him Tex. Real big guy. Loved to work out but definitely was a bit of a boozebag. Larry was from Ohio. Quiet in public but probably the loudest of us all. Always had some political conspiracy to talk about. Then Adam..Adam was interesting. He was from Florida...or Georgia...or Nebraska. Adam never could keep it straight about where he was from. He always had some sort of story and backtrack about where he’d come from. I personally thought he was probably from another part of AZ and just wanted to fit in...so we humor him and let him be the nomad of our group. I myself was originally from California...things got pricey so we made the move to blistering AZ. That was my crew. No matter how long it had been, we were always as tight as ever. The ride was filled with laughing and gags. Stops at fast food joints and all around bullshitting. Yes it was an amazing time just driving there, we couldn't wait to get on with the meeting and head down to Boozeville USA. As we approached our destination...something felt off. Amargosa Valley had been a bit of a ghost town the whole drive. A gas station here. A small outlet there...but otherwise unpopulated. When we hit our destination we were met by a Chrome building. Smack center in the middle of the highway. As we parked at the only stall..we all took a look at each other. “Well this is...odd.” Luke said plainly. “Yeah man...are we really going there?” Adam shook out. Barely containing his fear. “Look guys, I know it looks weird. This place is really clean and bright in the middle of a dusty desert but c’mon. It's like what...an hour of our time? Within 2 hours we’ll be on our way to the dopest guys trip ever.” I said...selfishly. The guys all agreed. We got out, locked the car up and walked in through the sliding glass doors. The cool air hit us like a wave. Each of us breathing in the refreshingly cold air. The inside of this lobby..was also immaculate. Chrome everywhere. Right down to the sofas and chairs. A woman came from around the front desk. “You must be here to be presented. I see you brought more specimens! What a joy! Will you gentlemen please follow me?” She said. Specimens. Ugh. Her tone. That word still makes me shutter. Me and the boys looked at each other..all with the same should we do it look on our faces. Maybe it was the cold air enticing our sweaty brows. We’d been a poorly AC’D truck for a couple hours. Or maybe it was the ice cold drinks she presented in front of us. Whatever the case we followed her through a door behind the front desk and were met with a grand auditorium. It looked as if it could hold maybe 50 people. And all they had was me and my knucklehead friends. As we sat down, sucking down sodas and waters, a mans voice came over the intercom. “Welcome my friends to the Hibou Timeshare Corporation presentation. Today you will be examining the lifetime of these vessels. Determine whether or not you think they are a smart investment and make a choice if you would like to partake!” I recognized the voice. It was the same shrill tone that I set up the appointment with. “Now my dear friends, it's time to sit back with your favorite drink...and listen..” With that, a large projector screen came down from the celine. An old timey countdown began winding down. BEEP3...BEEP2...BEEP1 From what I can remember, I heard the screams of something...unnatural. A scream so high tone that I felt as if my ears would burst with blood. I tried clasping my hands over my ears but to no avail. The screams were too overpowering. As soon as it started, I passed out. I awoke looking at the lights on the celine. Unable to sit up. I could tell I was bareass naked on a metal table. I moved my head, the little that i could to see Adam next to me on another table. Naked as the day we were born. He was encased in what looked like a light purple energy field. Looking more in depth, I too had this field in front of me. Before I could speak the tables raised up. Bringing me upright. Bringing me face to face with Tex. To the left of me..Larry. “My friends, I present to you: Terramite 99-0 specimens.” a voice rang out. The same voice from the auditorium. “They are..of the male species. Strong. Cunning and above all loyal...if raised properly.” “HEY, you bastards. WTF is this! LET US GO!” Tex cried out. Before he could continue, the energy field tightened around him. Tex let out a scream that will haunt me for the rest of my life. The smell of burned flesh and hair filled the area. I would have puked had the horror of seeing my best friend being burned alive wasn't keeping my attention away from the smell. When the field lifted, Tex was stripped down to the muscle fibers. Hair burned down to the scalp. Tex convulsed until he finally relaxed into a hanging position on the table. “Now see..specimen is now sedated. Relaxed into a weaker position. With the energy field keeping him contained and the Auto-Reversal Time Warp engaging, we can have this specimen back into working shape immediately.” There was an electrical hum in the air. As before my eyes, Tex’s skin began to heal. His hair growing back. And all burns subsiding. It was as if nothing had happened to him. He still hung in limbo, but we could see the breath return to his chest.The rest of us let out bits of gasps of horror and astonishment. I could see Adam crying a bit in the corner of my eyes. A figure appeared from behind me. A tentacle graced my shoulder, not even phased by the force field. I caught sight of the creature. It stood around 7foot tall. Skin that looked human but a head that was elongated. No nose. And eyes that were black as coal. It had two tentacles for hands. I could not see its feet, as it was covered by a long gown. Unaware of the horrors around him. At that moment I could hear Adam's field begin to hum. “Please no! Please!” Adam begged. “If you will direct your attention to our third pod:” Adam then began to scream as he went from a young man..to middle aged man...to retirement age and finally...to a decrepit old man. Hair as white as snow. Wrinkled beyond recognition. Some of them even looked human. It was the eyes though...their eyes were a teal color with white pupils. Many many creatures looked up me and my friends. All of them began clapping their hands in unison. The claps were deafening. The cries of the baby felt as if a baseball bat was connecting with my head every second. Adams babbling was terrifyingly disturbing. And Tex...hanging there. Eyes rolled back into his skull. I couldnt imagine the hell he began to feel. At this point I wondered what awaited my fate. The clapping stopped abruptly. “Oh...Austin...yes, well if you want to know what fate awaits you just shut your eyes. Shut your eyes and quietly count back from 3.” the creature said...was he reading my mind? Suddenly the urge to close my eyes overtook me. Almost as if I had no choice, I began counting down. 3….2….1…. Everything went black. I wasn't sure if i was alive or dead...or somewhere in between. I saw nothing but black for what felt like a lifetime. And in an instant...I heard that same shrill scream. Only this time I could not cover my ears. I couldn’t feel my body but I felt an unimaginable amount of pain. As the scream grew to its peak, I slammed my eyes open. Trying to catch my breath. I was back in the car...we were all back in the car. The engine was on. Shitty ac blasting. The others were still out. I sat up in my seat. Not wanting to move too suddenly. The sun was beating down on us. I looked over at the time on the dash…July 28th 4:34 pm. I reached into my shirt pocket and I found several vouchers for the MGM hotels in Vegas along with $300 dollars. I also found a card that simply read “Hibou Timeshare Corp. would like to thank you for a bit of your time” The boys came too. All feeling rather groggy. “We all fell asleep huh?” Adam laughed. “We here?” They didn't remember a thing. Not one thing. Not going in...not the reception area...not the freaky timeshare presentation...not one bit. I lied...i told them that while they were sound asleep, we arrived a little earlier than expected. The presenter had an emergency and left our vouchers at the front desk and apologized profusely. “Wow, what a gentleman!” Tex laughed. “We definitely owe it to him to sit through another timeshare, probono.” Larry added. I think it's safe to say that I will not be returning to this or any other timeshare. As I drove away I could see the building disappear in the rear view mirror. So if you’re traveling deep within the southwest of the United States and hear an ad for a free vacation that's too good to be true...do yourself a favor..turn off the radio, call into work and ask for some overtime..because nothing is ever given for free.

9. You Can't Beat The House - Mark Knopfler
Moving on to our next choice for the day, You Can’t Beat the House. It’s the third song on the Get Lucky studio album released in 2009 by British singer-songwriter and guitarist Mark Knopfler. The album and the songs received favorable reviews with the album reaching the top three positions on album charts in Denmark, Germany, Italy, the Netherlands, Norway, and Poland. The singer’s divine voice combined with beautiful music and lyrics goes like this – “You can't bear the house, you can't bear the house, tell the man somebody, you can't beat the house.”
8. Deck of Cards - Don Williams
Deck of Cards is a recitation song that tells the story of a soldier who gets caught while playing cards in church and then faces a sentence from a superior officer. The soldier defends his case, explaining he wasn't about to deal a hand of poker, but was rather confirming his faith with the cards. Performed by T. Texas Tyler, the song managed to become a major hit in the 1940s and 1950s. Also, Wink Martindale had an even bigger hit with his 1959 cover, with a successful version by Don Williams featuring Tex Ritter and Buddy Cole.
7. Gambler’s Blues - B.B. King
First recording of the song Gambler’s Blues by B.B. King was in 1966, and it was released in 1967. The song appears on the album Back in the Alley (1970). Some say gambling and blues go hand in hand, so if you (gambling fans) haven’t heard it, listen and see for yourself.
6. Tumbling Dice - Rolling Stones
One of our favourite songs on the list is Tumbling Dice, written by Mick Jagger and Keith Richards. It tells the story of a gambler who can’t remain faithful to any woman. Being released in the 1970s and featuring a blues boogie-woogie rhythm, the song was and still is one of the greatest singles of all time. Rolling Stones also recorded Casino Boogie, and it’s from their 1972 album, Exile on Main St.
5. Luck Be A Lady - Frank Sinatra
The next song on our list is about a gambler who hopes that he will win a bet, the outcome of which will decide whether he is able to save his relationship with the girl of his dreams. You probably know what song we’re talking about; it’s called Luck be a Lady released in 1965 and performed by one of the most popular musical artists - Frank Sinatra.
4. Deal - Grateful Dead
Next one up is the song Deal. It was first performed by the Grateful Dead in 1971, as a regular part of the repertoire through their 1970's tour. Although being less common to the fans during the 1990s, the band continued to perform it. The singer opens with the message: “Since it cost a lot to win and even more to lose you and me bound to spend some time wondering what to choose,” that later kicks off with a chorus: “Don't let your deal go down...” Loser is another song first performed by the Grateful Dead in 1971 as well, heavily played during 1971 and 1972.
3. Ace of Spades - Motörhead
Ok, the next song is loaded with some great gambling verses like "The pleasure is to play, makes no difference what you say, I don't share your greed, the only card I need is the Ace of Spades" will definitely set you in the right mood for hitting some winning combinations. Released in 1980, the song was inspired by slot machines that the lead singer Ian Fraser “Lemmy” Kilmister played in London pubs.
2. Viva Las Vegas - Elvis
As soon as you start playing the second song from our playlist “Viva Las Vegas,” you’ll probably picture a huge casino and a great gaming atmosphere. Performed by the legendary Elvis Presley, the 1964-released song brings the glamour of the city, and its beat will get you in the mood for some serious gameplay. This song was written for the movie of the same name starring Elvis Presley, in which he plays a race car driver waiting tables at a hotel to pay off a debt. There’s this famous scene when he performs this song at the talent competition alongside many showgirls.
1. The Gambler - Kenny Rogers
Performed by the legendary country singer Kenny Rogers, The Gambler song is our number 1 - it's full of some betting advice that are relevant today, even though it was released more than 40 years ago, in 1978. Here’s how it goes… “If you're gonna play the game, boy you gotta learn to play it right, you've got to know when to hold 'em, know when to fold 'em, know when to walk away, and know when to run.” These classic chorus lines were told from the first-person perspective inspired by a conversation the author had with an experienced poker player on a train. Written in the form of poker metaphors, Schlitz wrote the tune in honor of his late father. Johnny Cash is also among other musicians who recorded The Gambler in 1978, on Gone Girl.

The best times to visit are Autumn and winter, if you want to avoid longer lines and waiting times. Depart on the ferry before 2 pm. The Statue of Liberty would take around 2-3 hours. The Grand Canyon National Park 📷 The Grand Canyon National Park, in Arizona, is home to much of the immense Grand Canyon, with its layered bands of red rock revealing millions of years of geological history. Lipan Point, with wide views of the canyon and Colorado River, is a popular, especially at sunrise and sunset. The best times to visit the Grand Canyon are March through May and September through November when daytime temperatures are cool. Yellowstone is known for its red-tinged canyon walls and awe-inspiring natural wonders like Old Faithful and Mammoth Hot Springs. It's also home to hundreds of animal species, including bears, wolves, bison, elk and antelope. The best times to visit Yellowstone National Park are from April to May and between September and October. Trails from the Niagara Gorge Discovery Center lead to other viewpoints. The Aquarium of Niagara is home to Humboldt penguins, seals and sea lions. The best time to visit Niagara Falls is June to August. While summer is consider as a peak season. Stop, Swab & Go - North Las Vegas Testing 31 AUG - 18 SEP
Clark County announces a partnership with the U.S. Department of Health and Human Services (HHS) and the state of Nevada to administer up to 60,000 additional drive-through coronavirus tests over 14 day at no cost to individuals receiving tests. Texas Station in North Las Vegas is one of the newly added sites North Las Vegas, Nevada – Clark County and state officials requested the additional resources as part of a federal program offering surge testing in COVID-19 hot spots across the country. Appointments are not required at any of the three “Stop, Swab & Go” drive-thru sites but are strongly encouraged. The public can register online for an appointment at www.DoINeedaCOVID19Test.com. Each site will operate Monday through Friday, 6 a.m. to 2 p.m., Aug, 31 through Sept. 18, providing self-administered nasal swab tests. All three locations will be closed Monday, Sept. 7 in observance of the Labor Day holiday. The tests are free and no proof of health insurance or identification is required. The “Stop, Swab & Go” event will offer drive-thru tests at the locations listed below. The hotel testing sites will be set up in parking garages. The Sam Boyd site will have a drive-thru site set up in its parking lot, and will offer an additional walk-up testing area inside the stadium’s concourse.

"Testing is the best thing we can do right now to understand precisely how and where COVID-19 is spreading," said North Las Vegas City Councilwoman Pamela Goynes-Brown, who represents Ward 2, which includes Texas Station. "I'm happy to work with Clark County and our state and federal partners to bring convenient, free testing opportunities to North Las Vegas where our residents, especially African Americans and Latinos, are being impacted in such disproportionate numbers." “This is a unique opportunity for our community to do an enormous amount of testing over a short period of time, and we appreciate the White House and Coronavirus Task Force’s leadership in helping to coordinate the HHS surge testing sites in our Las Vegas Valley,” said Clark County Commission Chairman Marilyn Kirkpatrick. “We encourage anyone who wants to be tested whether you have symptoms or not to participate because it will give us the most accurate picture yet of where we are in our fight against COVID-19. The more cases we identify now the faster we can limit community spread and fully reopen our local economy.” The ”Stop, Swab & Go” testing event will occur in conjunction with other community-based testing efforts offered by Clark County and community partners at Cashman Center and the UNLV Thomas & Mack Center Strip View Pavilion and neighborhood strike team testing events. The Clark County Fire Department and the Nevada National Guard are providing logistical support as part of “Stop, Swab & Go,” while the federal government is providing the test kits, sample collection staff, lab capacity, registration and PPE. Five free face coverings will be offered to individuals receiving testing at each location. “It’s important that we reach those people who might not otherwise get tested out of privacy, cost or financial concerns,” said Clark County Vice Chairman Lawrence Weekly, whose Commission District D includes Texas Station. “These testing locations will cater to everyone, but we especially want to assure everyone it’s safe, private and completely free of charge to them.” The registration website for the “Stop, Swab & Go” event, www.DoINeedaCOVID19Test.com, is managed by eTrueNorth, a HHS program contractor. Registrants will need to provide an email address to be notified when their test results will be available online, approximately three to five business days after their test. To access their results, they will need to set up a username and password on the website. All test results, positive or negative, will be reported to the Southern Nevada Health District. Anyone notified of a positive test result is encouraged to stay home and self-isolate to limit the spread of the virus. The Health District will follow up only with people who test positive for the virus as part of its local contact tracing and disease investigation efforts. Providing a current telephone number as part of the testing registration information for the “Stop, Swab & Go” event is critical to local health district contact tracing efforts. Wealth Formula Episode 224: Multifamily Macroeconomics in the Twilight Zone

Today my guest on Wealth Formula Podcast, he's been on the show before. He's economist Ryan Davis. He actually joined us at one of our last Wealth Formula meetups. Of course, the last one we had was canceled but Ryan was at the one before that. He serves as a chief operating officer at Witten Advisors and provides fact-based research analysis and discussion to help clients like us formulate their apartment strategies and these insights and for investment decisions for multi-family development and buy/sell opportunities which as you can imagine we're all looking for some of this advice these days. Ryan has a PhD in economics from the University of Texas. Ryan, welcome back to Wealth Formula Podcast. Ryan: Thank you. Glad to be back. Buck: Yeah it's been like a pandemic ago when we last talked right? Listen, you know I want to kind of jump into the whole you know what the heck is going on, I mean the overall, if you would, you know kind of give me your overall assessment of the economy. I mean obviously we know these huge drops in GDP etc which were expected last quarter. How is this all affecting real estate asset prices especially you know apartments which is you know is our interest and something that you specialize in? Ryan: Sure so yeah the great unknown is the pace of the recovery. So we had that big drop through April in terms of employment and then we got a bounce back in May and June and the hope was that it was going to be a V-shaped recovery. But then we saw virus cases ramp back up in the second half of June into the early part of July and the local economy started rolling back some of their openings and so with that, we've kind of stalled out recently. So we'll get the July numbers this Friday for overall payroll gains and that could I think the consensus is anywhere between one, one and a half million jobs it could be negative so who knows but it looks like the hope for a v-shaped recovery in the economy has kind of stalled out after the first two months of optimism. And so we think that going forward we won't see any the worst is behind us really and so we won't see you know the big losses that we experienced in March and early into April so kind of what we're calling for right now is for the national economy to continue to add jobs for the remainder of the year and then beginning next year a recovery should emerge and that would sustain demand for housing and ultimately apartments going forward. In the near term as far as multi-family goes we expect some pain through the end of this year and then into the early part of next year. In terms of pricing power, if we had to boil it down to one number it's rent growth so year over year effective rent growth we think that declines to eight percent rent cuts this year and into the early part of 2021. That varies considerably on a local market basis I think our worst-performing market is Metro New York City probably no surprise there but then also many of the other gateway markets such as Boston, LA, the Bay Area, etc. We expect rent declines to be lower than that eight percent across the board, however many of the inner west, Texas, southeastern market should outperform still see rent declines but not closer to five/six percent range at the depth and so we expect near-term pain but then as we get out into 2021 and afterward and the economy begins to add a lot of jobs we would expect rent growth to return to multi-family. And then what that means for pricing in terms of apartment assets for right now in the second quarter hardly any deals trade at hand so it's really tough to get a sense of where pricing is and with the deals that have traded though the cap rates have remained relatively stable which is a good sign. We've heard from some of our merchant builder clients where they had assets they had constructed and were going out to the market to sell in the early part of April they were saying 10 discounts in terms of the compared to pre corona levels but that has since come back in the last 45-60 days and maybe it's only one to two percent in terms of the haircut that they're seeing out there right now. And there's a just a ton of capital that wants to get back into multifamily at the same time there's hardly any distress out there right now so there's a lack of available to you know supply to buy and so everyone is just kind of in this standstill there's a big ass gap because buyers aren't willing to pay yesterday's prices for assets but sellers aren't willing to give any you know deep discounts right now and so it's kind of a standstill and we’ll see how all this plays out. Buck: Yeah you know it's really interesting we're obviously you know through, you work with Western Wealth Capital, one of my partners and you know it's funny because we were kind of thinking well maybe there'll be some real buying opportunities but you know we've seen a little bit maybe just you know from buyers who are sellers who just are just wanting to get out while they're ahead maybe they made some money you know maybe they and at this point you know they're just thinking let's just cash out and maybe they're willing to take a little bit less but for the most part you know if you look across our own portfolio and it might be because it's largely again Texas and Arizona, etc that and maybe it's because it's mostly working-class B and you know high C class apartment but our portfolio you know the numbers are just as good as they've ever been in terms of you know occupancy in terms of even our we're still raising rents. And so when you look at that you're like well I mean how do you expect there to be any you know smoking deals out there if the sellers really aren't feeling any distress. So is there a difference you know when you look at something like a B and C class apartment scenario versus A right now or have you been able to break that down a little bit because I think the people I know who are in the A-class and new build are you know they're certainly feeling things a little bit more than we are. Ryan: Yeah so what we've heard from some of our clients in terms of early on so may June in terms of rent collections class A's were actually from a nationwide perspective actually exceeded the class B and C product. Now we don't think that will continue going forward and the main reason is that new deliveries that are coming online they will compete with the existing top of the market product and so we think that it will be short-lived in terms of the top of the market outperformance and another part is due to just the nature of this downturn where low-wage sectors were hit extremely hard in April, got some bounce back in May and June but the leisure and hospitality sectors lower-paying positions those have been the most impacted so far. But going forward we don't think that this downturn would be any different than prior recessions in terms of the class A leading the way down in terms of jobs and occupancy and also rent growth or rent cuts in the near term. So class A’s will lead the market down but then as we get out into the later part of next year and into early 2022 then class A's would outperform the broader market. So yeah we think through the end of this year until early next that B's and C's will hold up relatively better but that's mainly a function of just the competition that it takes to get these new projects they will get leased up it's just a matter of the market-clearing price and so those have to compete those could be mostly with the top end of the spectrum and so we see big rent declines and concessions in the class A space going forward. Buck: You know there's this thesis that's going around in the multi-family space and you know I've been sort of you know looking at it this way too for a while though I'm starting to you know feel like it's maybe not gonna happen is this idea that there's going to be a potentially before we really rebound and start heading up again that there’ll potentially be a you know big tsunami of defaults and things like that. Right now at least what I'm you know seeing and hearing about in terms of the lending markets and in terms of these properties, there really isn't much indication of that right now is there I mean what do you think? Ryan: No at least not in the short term I mean again there's it goes back to my earlier comment there's been no distress really and so that is due mainly to the huge stimulus packages that have been passed those from a fiscal standpoint and a monetary standpoint which is it's crazy to think that GDP declined at an annualized rate by 32 however incomes soared and so that's all due to the stimulus that we saw and so that's helped prop up renters incomes and allow them to pay rent. Now going forward I think some of these the number of defaults I don't think there will be a tsunami, at least that's how we view it right now, ask me again in a week and it could change, but I think that the defaults will be very market specific and so those geographies that have been hit harder we'll see a larger number but many of the Texas markets, Phoenix, Denver, southeast high growth markets where you've got this short-term tailwind in terms of folks at the margin more and the trends that have been in place for years of folks moving from gateway markets into these inner markets will be kind of you know given a stairway shot really in the near term and so that would help to prop up multi-family fundamentals and so yeah if you're expecting a tsunami of defaults in any of those markets that I've mentioned again it kind of gets a little bit granular in terms of you know potentially Orlando might have some problems just with the amount of supply and then the you know low-wage in tourism industries being impacted more dramatically and that would lead to some weakness in Orlando but out outside of that maybe Houston you could argue you know somewhat but outside of those two and those those areas of the inner west Texas, southeast Florida should be but hold up you know relatively well and I would think that the main stress points will be out you know on the coast in California potentially portland we do think seattle holds up relatively well and then northeast in terms of you know New York and Boston as well so I think it's very locally market driven. Buck: Yeah it's interesting you know we did we were a little worried about Houston too but our you know Houston portfolio is actually doing awesome it's not having any problems at all which is which was you know again, knock on wood that’s what it's been so far. Let me ask you another question you mentioned the pent-up demand of you know money on the sidelines waiting to get back in and you know and in many situations, they have to get back in right they're mandated to deploy capital and that sort of thing do you the one thought that I've had through this is you know multi-family and well multi-family in general has held up so well during this period of time does that potentially create a situation where you know the big money that's coming in starts looking at this even harder as potentially a little bit of a hedge or a little bit of safe haven. What what do you guys think is going to be the effect of that you know the relatively stable performance and then ultimately you know having all of this money on the sidelines,? Do you see paradoxical even further compression of cap rates over the next couple years? What's your thought on that? Ryan: Yeah and so kind of pre-corona our forecast was for cap rates to continue to decline and you know taking a step back it was mainly driven by global factors with the aging populations across the globe that have built wealth up and all that investment needed to be placed somewhere. And so those trends were driving returns lower for longer and so those are the demographic that have not been affected by the pandemic. And so just from a global standpoint, we're expecting returns across all assets whether stocks bonds you know all classes of real estate whether it's multi or industrial retail office, etc those returns would continue to head lower. Now we've had the pandemic and we've seen multi-family and industrial hold up exceedingly well and who knows what to make of retail office and lodging just lots of pain and in those sectors and so if you need to be allocated to real estate then multifamily and industrial or where you want to be at least in the short term and especially if you're looking for consistency of returns and you know risk-adjusted on a risk-adjusted basis you know multi-industrial or have outperformed other asset classes and so really to get into the lodging office retail space probably more opportunistic mindset in terms of those assets may need to be repositioned etc and so I think a lot of that money that's out there is not looking to get there's a lot that's looking for that type of asset turnaround story but there's also a lot of money out there that needs the stability. And so that should continue to compress cap rates or put a really put a cap on that cap rates and so it would be no surprise if cap rates on an aggregate basis hold steady and maybe even decline despite a deterioration in short-term fundamentals and part of that is due to the long-term belief in apartments going forward and so yes there's a short-term dislocation where we expect some move-outs that you know this year actually there are a lot of move-outs that we expect and so there's going to be a lot of doubling up folks moving back in with their families but then there's going to be pent up demand as we as that recovery takes hold next year and that will be released and so we see leasing to be through the roof next year and then out into 2022. Then at the same time as that demand story improves in the short term we see starts decelerating dramatically so we've we're going from a 400,000 unit run rate to about 200,000 units by the early part of next year. And so new production is going to get cut in half now that we don't get any benefit of that immediately so we have to wait till later part of 2022 and 2023 before we see that slowdown and production really lift fundamentals and so I think everyone is seeing that yes there's some short-term disruption in the multi-family market right now, but the long-term drivers are there and if you have the capital to wait out this very painful period in the short term then there will be major benefits after that we should see after next year. Buck: Now one of the things you said I think earlier is that the worst is behind us do you believe that's the case in terms of rent growth and you know rent cuts and that sort of thing right now? Ryan: I think the worst is behind us in terms of the economy. I think that going forward we should continue to produce job gains on a monthly basis, though this next report could see some layoffs we'll see the consensus is one million one and a half. In terms of multi-family we do not think the worst is behind us we think that fundamentals will continue to deteriorate into the early part of next year we think that you know kind of right now in terms of year over year rent growth in the early part of this year let's call it three, three and a half percent we've since gone down to zero percent in the second quarter. So on a quarterly basis we've seen some dramatic rent cuts, again this is on a national basis and then as we move forward we see occupancy dropping by about three percentage points into the early part of next year, rent declines of about eight percent through the remainder of this year into the first quarter of next year and so no we do think that there will be some deterioration and fundamentals going forward. On the flip side of that might present some opportunities and so any assets that were purchased specially in your space in terms of if they were bought at the top of the market at the end of last year in the early part of this year and now that value-add story isn't there where you might not be able to get the rent bumps that you were expecting so some of those assets will have to be recapitalized and so that might present some opportunity as the year progresses but again like you said we haven't seen that materialized so far. Buck: Yeah that's the tricky part right I mean it's sort of like I think when you're on the buy side here you're saying well I mean these prices that we're seeing right now you know with prolonged you know low-interest rates which we can pretty much guarantee at this point for a period of time and then the pent-up demand. It's sort of like okay well I mean this actually might be one of the better times to buy if you consider what could potentially happen in the next you know 18 to 24 months in terms of you know explosive growth. When you look at those indicators that you're you know that you're talking about that may lead to some of the more explosive growth metrics what markets come to mind the most for you? Buck: Now one of the things you said I think earlier is that the worst is behind us do you believe that's the case in terms of rent growth and you know rent cuts and that sort of thing right now? Ryan: Yeah so our general geographic areas that we like we like the southeast, parts of Florida, Texas and the inner west. We really like Atlanta, we like South Florida though there's a little more pain in the short term some of our clients are saying it kind of in terms of you know rent collections you know northeast but also yeah LA but then South Florida is outperforming those two areas but still lagging some of these other markets. So we like the Texas markets long term the interwebs you have Phoenix, Denver, Salt Lake as well. We like Seattle that's an outlier on the west coast but then the other markets whereas in the Bay Area we expect those you know rent growth numbers to average four, four and a half percent which stack up really well across the nation but for those markets that's a recession pretty much and so compared to what's normal and the cap rates you have to pay the rent growth numbers there kind of you know lackluster. So the midwest the markets they won't be hit as hard but still they don't get that explosive growth going forward and so we really like the inner West Texas, southeast of Florida markets and you know part of that has been driven being driven by the migration flows. So domestic migration numbers have really helped out all of these markets we've seen outflows from the northeast boston new york the bay area Southern California we've seen migration outflows from those markets into the you know inner west you know Las Vegas the inland Phoenix, Denver you know people moving from the coast into those markets and then you know also parts of texas as well but then in terms of the northeast the flows that are coming in to the Nashvilles the Charlottes, Raleighs, Atlanta, Florida markets we and then also Texas as well and so those trends have been accelerated at least in the short term, but it's important to remember that those have been going on for a decade at least even more and then other markets and so it's not anything new but at the margin that will support many of these other markets. Buck: Yeah on the west coast I mean there's that flight to Arizona as well right from California. One of the things that you know is worth talking about is what effect this has had you know the pandemic and the recession on the lending market, with Fannie and Freddie and you know how that might be playing into any of the growth or lack of growth. Ryan: Yeah I think on the financing side you know debt for stabilized assets it's there and it's cheap you may have to you know have higher reserves than you've had typically but for the most part it's there and so that's part of the appeal of buying assets right now with these record low interest rates. So I think for stabilized assets yeah it's there for new construction it is dried up considerably and this is a change in the last 30 to 60 days and so the fed does a survey each quarter of banks and their tightening of multi-family construction lending standards and that the latest report shows 70 percent of banks tighten their multi-family construction loans last quarter which we haven't seen those levels since 2008/2009. And so I think part of it's the lenders are trying to make sense of what they have in terms of all these other asset types in terms of real estate or retail, lodging, office loans, they're trying to you know spend a lot of time working those out and so then you add on the uncertainty in terms of the economic recovery etc, they've pretty much put a halt on new construction loans. And so that's been a big change here in the last two months call it. Then on the equity side I think returns have been increased but still available and interested but you know a lot of you know equity and especially focusing in on the new starts pipeline if all the deals that have been started are continuing and it's kind of a mixed bag from our clients in terms of are you seeing delays or actually some other clients that reported these they were able to speed up the timing in terms of getting able to get trucks into sites very easily and then also the construction workers that were on you know working on hotels motels those have come into the apartment sector and so that's provided more manpower in terms of getting these deals done. And so those that were under construction are continuing to proceed, those that were capitalized I think that but haven't begun those have been they haven't pulled out completely they just said let's press pause to see let's say can we get any break in construction costs over the next several months and so the equity and banks they're still willing to do it move forward on those deals that have been capitalized but are you know slow playing it. And then you get to the others where there's land sites and they hadn't been entitled and haven't been capitalized those deals we think have been shelved for right now and so it kind of where some opportunity could be is on the land side of you know potentially purchasing some land sites that might be teed up for development as we get further along in this recovery. Buck: Again one of the things that you're saying though in terms of construction loans not being there again it helps us for those of us who have apartment portfolios already that are already there that that again goes to the issue of a simple supply and demand issue which we can benefit from if there's not a whole lot of new builds. You know this is a major driving variable in in apartment buildings nationally can you give us a little bit of the idea of you know just not being able to keep up with you know population growth in various parts of the country, can you give us a little bit of you know sort of a thousand-foot view on the perspective on how big of an issue that actually is? Ryan: I don't know if it's that big of an issue you know on on the whole and I think that you know some of these higher growth markets in terms of where we've you know call it the Atlantas and North Carolina markets, Central North Florida, Texas, the inner west regions where we've seen large population growth statistics you know high growth markets but they're also they also tend to be the highest in terms of supply for housing and so it's more easy to build in those markets especially you know out as you get away from the know central cities etc and so where we've seen the the biggest barriers to supply are out on the coast and so we've seen you know job growth be pretty good in those markets but the supply hasn't kept up at all and so that's why you're seeing you know these big you know rent affordability you know problems in the coastal markets and so we think that supply not keeping up with the population dynamics is more of a coastal problem but then you know as you get into the markets that are more accepting of new development then you know we've seen housing supply increase at a rapid clip in many of these other markets I think you know Austin you know even through the June of this year permit activity for multi-family continued to set it reached big big levels and so I think year to date in Austin it's already pulled permits on almost 10,000 units already which is you know huge numbers. And so I do think that while these population growth numbers and some of these markets are you know off the charts especially compared to you know some of the coastal markets, that supply has been able to keep up there and so yeah you see pockets of where you know rent growth you know bumps up to you know five, six percent levels, it's especially that was the case in Phoenix and Las Vegas over the past two to three years where those markets were leading in terms of rent increases but they tend to you know be markets that you know will accept more new supply and so that will tend to even out over the long term. Buck: How's Vegas doing out of curiosity because that one was just crushing it. It seemed it seemed a little dangerous you know it seemed like one of those markets where it's like wow is it real or is it one of those things that's just gonna go back to Vegas. Ryan: Yeah exactly and yeah kind of thinking that you know before kind of goes back to your comment earlier about people moving from the coast to getting in their car and driving to the riverside and then Las Vegas and Phoenix and so it was benefiting from a real out-migration from expensive coastal California. That said that just the nature of this pandemic crushing leisure and hospitality and the conference circuit that the job losses in Las Vegas I think you know through April into May led the nation. We've seen some a bit of a bounce back there but really the question is you know how fast does the the conference you know a circuit come back, how fast are people willing to travel to casinos, I know they have already, but I think that pre-corona the growth was real and yeah absolutely now it's a little bit different you know market in terms of the cost and you don't want to go in there and if you're a developer you don't you know want to build a high-rise there and so your strategy is a little bit different but so far it's held up relatively well, all things considered, but still a lot of weakness that is materializing in Vegas.
